Every English parish must have a parish meeting. The meeting consists of local government electors registered in the parish. If there is a parish council its chairman must preside (if present), or in his absence the vice-chairman (if present). The meeting must assemble annually, a quorum is two.
In most cases a resolution is persuasive only, the parish council may legally disregard it and leave the electors to their remedy at the next election.
